KFE, "I guess it is in 'the brokers' best interest to give it their best effort." is generally true. But, the variability in competance across floor brokers is huge(even at the same firm). And, even if your broker employs good floor brokers they frequently pass off the order to an independant broker who stands in the crowd all day (unless it's immediately executed). The exchanges are working towards total automation of all order entry and execution, but it's very political and expensive.
