No, Aol gets the $9.95 for its "content"... @Home (or the rinky dink isp I am using) gets the base rate ($40 for athm)...I have to set up a separate acct with aol who charges me the $9.95 direct, but I access them thru TCP/IP using my isp local number (No local # here for Aol)
