I suspect that the current period of low price will in time force some of the makor non-OPEC producers to cooperate with OPEC in managing supply. Perhaps that is the primary objective of the Saudis at this point.

I Agree with you. I am not trying to blame any one thing or one condition, it's a culmination of a lot of problems, and you have done very well by explaining part of OPEC's problem.
