Bill,
Do your computers work correctly at low voltage? That was the problem we had here in Denver. We had power, just low voltage. TV pictures small, Perhaps the low power problem at the bank was related the the chillers or delivery pumps. A home motor or two would not start due to low voltage. Always takes more voltage to start a motor than to run it.

My understanding is that most municipal water systems are very low tech - i.e. just a bunch of pipes and some big old cranks and valves - and therefore not at risk.
