The NOESIS prediction is for oil prices to bottom in March. It's almost too late for Venezuela to finally meet their portion of the cuts. The oil industry needed total compliance months ago to stem the tide. We all know that they have missed by 20%. Even if OPEC comes out with additional cuts, I expect them to be too little too late. OPEC has failed miserably. They increased production when they should have left it alone and then failed to cut substantially their over production. I have zero expectations for OPEC and most of the stocks in this sector are priced accordingly.

Tom Dorsey on CNBC just said stick to HAL and SLB if you are looking at this sector.
