Actually, SS is also applying for a W-CDMA license - Saunalahden Serveri owns a subsidiary that is applying for the cdma2000 license. They're trying to cover their bets. The problem: the competition for the W-CDMA licenses is so tough that he best chance of success for a small company may be to try to go with cdma2000 and get some American company to pay the bill. It's going to be very interesting to see who might cough up the money.
