Perception is everything. Many of these stocks could easily pop 25% when the perception about crude prices changes from "still may go lower" to "crude prices have stabilized". This could happen at almost any time in the next 3 months. When this perception changes, bottom fishers will swarm in to cause the pop. This will then draw the attention of others and who knows what can happen then. Perhaps an overreaction to the upside. If you look at longer term charts, even after a 25% pop a stock like FLC, for example, still would look like it is near the bottom and seem very attractive if sentiment has changed from negative to positive.
