Maybe, but so far the only help for oil, the DOE initiatives for the SPR, and renting space to oil companies has come from the administration. Congress, the House in particular, refused to vote money for the strategic reserves last fall. The DOE was able to do the SPR stuff without going to Congress. Just the opposite of what you would expect from purely a political view.
