point: the electro-magnetic pulse effect is described universally but we can assume that many of these people in UFO encounters don't know what it is or understand it.

I wouldn't say that the government wouldn't experiment on people against their will. We know they have a lot, especially in the early days of nuclear testing, as well as other dangerous testing. If the government had a UFO and wanted to experiment on people for their genetic research would they hide that as alien abductions and not have to risk exposure of their genetic experimentation? Also if the people believed they were abducted by aliens there would not be any real danger of exposure of the secret space craft because nobody would believe the abductees.

Also, I just made this up on the spot for the fun of it so don't start thinking it's part of my creed. LOL
