Diesel is dirt cheap here, all of the public transportation runs on it and there is a lot of political pressure to keep the fares down, which is accomplished by taxing gas to subsidize diesel and allowing operators to stuff as many people into their vehicles as the laws of physics will permit. Also takes an environmental toll, as many of these diesel engines are not very well maintained, and burn pretty dirty. Not a huge deal here, as vehicle density is very low, but Manila's air pollution is staggering. Third World stuff.
