Even Microsoft is going to a public key/private key (PKI) environment: cnn.com "[I]f information technology managers want to take advantage of the reasons companies want to buy in to Windows 2000, such as public-key security and the new directory, then they will have to change those applications." This will do a lot to help create the infrastructure for biometric authentication, in particular the F3 approach where the authentication occurs locally and a verification message ("there is a match") is sent to a remote location -- protected by the PKI system en route.
