Excellent points on BC's Iraq policy brees. One very important point in evaluating the suffering of those people is when they actually Did revolt in '92, '93, and '94 Clinton didn't lift a finger to help. He repeatedly let the revolts fail and the participants were dealt with harshly. Any president with 1/2 a conscience would have lifted the humanitarian sanctions and increased oil allotments years ago.

It seems he actually Does have an Iraq policy but it is far more cruel and vindictive than anyone is willing to accept or report on. It compares rather well to Hitler's starvation of the Dutch in 1943-44.
