First off the attitude of @home about "user abuse" is the attitude of most network managers, not really due to the cable influence. ATHM is running the most complex intranet ever created. What @home really considers "abuse" is using the home computer as a web server generating large quantities of upstream data. The network just cant handle it. Then there is also deliberate sabatoge abuse. Obviously they also are trying to limit people from sucking full bandwidth downstream for extended periods too, this is going to be the most emotionally touchy issue due to the fact that streaming broadcast video is a "killer app" for broadband yet you dont want it cutting out the cable TV service.
