Ken Starr didn't fully develop this because it was deemed outside the rationale of his broadened inquiry, since there was no cover- up allegation. In its raw form, the House managers didn't use it because it was not relevant to the actual charges. Did you read the story in the Post? In fact, that it has not surfaced as a full blown story until the lady chose to come forward is a testimony to the scrupulousness of the Independent Prosecutor and the House managers.
