That's exactly it Russ. It has to be a significant number because you can never really know if everyone has or is doing what they say. I think enough certs have to be called away from all the sources where market makers can turn to borrow shares.

This can be done and it does make a big difference but one person alone does not make a difference. The majority of shareholders have to really and truly call their certs.
