I think you're on to something; a parking ticket or a speeding ticket would then be a high crime if it was done by a Congressman or a judge; right? This makes a lot of sense. They should then be subject to impeachment for a speeding ticket. I think you are getting very close to the framer's intentions with this thinking. What can you expect other than this kind of thinking when it's based on Elementary school level understanding of history and the founding Father's.
