Maybe so, and maybe not. The process may be quite reliable at that frequency and voltage. In the absence of any real data, your conjectures are nothing more than that.

What makes you, woodworker, think that the AMD 2.3V
is any close to their breakdown voltage if you
have no remote idea of their process and oxide
thickness in particular?
