I am not sure I fully understand what you are aiming at,
but let me try to answer.
The other part of a gambling site is
1) the gaming software,
which can be or not web based.
This can be subcontracted ( TTLN )
or proprietary ( SNMM ? )
This is obviously a big part of a site.
2) some content to the site.
This is a part that many people ignore
This is the specialty of companies like INLD

I don't think WINR wants to own full gambling sites.
But they are launching soon a big world wide web lottery
and this can be VERY BIG!!!
