Well Edwarda, IMO, it falls back to the individual and society is a collection of individuals.. so then individuals will have to govern themselves to the best of their ability to cut down on their consumption... Our litiguous society makes every "bean" we buy have to be packaged to the nth degree.. . a big waste generator.. It is ridiculous to have arm the trash bears..It's just another manifestation of a authority driven society... So IMO, Pogo still said it best, "we met the enemy and he or she is us". the Coug
