Frank It seems you have a great grasp of the telecom environment. I think L3 realizes they are ahead of their competitors in the IP realm and that they WILL be able to deliver a more, cost-effective and seamless solution once these "IP" gateways are up to the standards to be able to deliver a viable service with...(i.e Cisco, Ascend gear...) I am sure they would not be so "open" as to help the other players in figuring out how to deliver in the new brave world called "IP" if they did not feel this would put them at a competitive disadvantage.
