I would say so,
Adolf Hitler
Joseph Stalin
Benito Musolini
both widely admired (worshipped) during their rule by their countrymen. (Also during certain times by citizens of other countries)
Granted they are mostly reviled today, however I would say you would still find more admirers of these despots than say Neville Chamberlain. I should say that they were considered inspiring by their admirers, number 5 in the list.
