The Japanese geared their whole commerce as a manufacturing export business. They could do this while the West was preoccupied with the Soviet and Chinese menace. They could do this while the US was spending enormous amounts of capital on the military. But when that menace suddenly disappeared with Gorbachev the Japanese got caught flat footed. The need badly need a new economic model for their future which will allow them prosper in a post cold war world. They are working on it but they are slow.
