"Distribution phase: The negative divergences we've been warning about caught up to the market since the Dow made its high in early January. The OTC and S&P managed to make their highs on 2/1, but a real battle has emerged between bulls and bears since. There are many signs that this tug of war is a distribution phase where those that can remove themselves from the emotional hype are feeding their supply of stock to the market while it can still be absorbed. Distribution is the slow process where supply subtly begins to outweigh the demand. It has been characterized by strength in the morning and selling into the close, more declining than advancing issues even on what appear to be strong days, and a growing number of issues making new lows."

The whole point of a distribution scheme is to drag people into it - this is why Wei is likely to be way off, trapped by what the people keen to get rid of the stock at ridiculously high levels want the rookie investors to think. To short you need to call the bluff.
