1. Yes, I think he exposed himself, just as she said.
2. One of the relevant Supreme Court cases determined that a threat, whether or not acted upon, was sufficient to prove damages, because of its coercive power. I think that it is possible, although uncertain, that he did things to pressure her or show his displeasure, even if it wasn't too severe as a practical matter.
3. The pattern that was being sought was whether refusing or accepting his advances affected one's career. Under that scenario, it may be irrelevant to say that he was "merely getting a job for a former lover", since it still amounts to favoritism over other employees based upon sexual service.
