Mike, Your first sentence sums it up: "I'm not saying that Clinton is pursuing any particular policy"-indeed. It's up to the President to lead, not Congress in the normal state of affairs. But if the President fails to lead, then Congress will step into the power vacuum... And Slider your article on oilproduction hit a subtle but very important point. The costs increase significantly to produce any barrel of oil in a reservoir once the initial energy of the reservoir is dissipated and you switch to secondary or tertiary recovery means....
