Is anyone else experiencing down conditions or slow response on Discover Brokerage this morning? This has been happening all too frequently.

Yeah, Discover's online is pretty much useless anymore. I'm in the process of transitioning to Fidelity. Unfortunately, this can take several weeks at which time that account will not be in the market. I have two accounts with Discover so I'll transition one at a time.
