It's probably one of those "market definition" issues. Microsoft has always been very strong in the "embedded OS" market because DOS has been used a lot for various embedded applications (and also, recently, Windows CE). However, there is another market -- "realtime OS"--which I am sure Microsoft does not dominate, since WinNT lacks many key realtime features.
