Please go back to read the article again before you jump to conclusion! The article you cited describes the ownership of "the Cable & Wireless group" which does NOT control mainland China's cable or wireless industry. (Please note that Hongkong is just a very small part of China. It's company does not control mainland's business.) Go to www.cnd.com and read last weeks's HXWZ (well ask your "Chinese wife" to read it to you). It has an article detailing China's cable market. It has an interesting example of how JingDao city (in Shandong province) government had to get involved in a fight between cable company (owned by city government) and telecom company. You will understand how cable networks are controlled by local government after reading that article.

If you had a little basic knowledge about China's telecom market, you would have known that Foreign/Hongkong/Taiwain companies are not allowed to own majority shares in a company that "operates" telecom business in China.
