Again, I would have to ask how you can tell he is being truthful in one case, and how you can tell he is lying in the other.
We are talking about a man who, in the words of one of his allies, is more believable when he lies that when he tells the truth.

Do you care about how your dollars are spent on welfare? He signed the welfare reform legislation and then tried to nullify it by Executive Order. Welfare reform, he's for it, he's against it. Pick which truth you want.
