Seems they think most of the problem will be offshore.

jlt--Ratcliffe has responded to me by private email which is the way he'd prefer to handle my comments directed to him on his piece henceforth...and that's fine with me. That part of the discussion will stay private. I don't feel that precludes me from responding to other csy2k posters on the thread which I have done. It's there if you'd like to read it.
