A simple gate can operate perhaps at several gigahertz in a simple circuit such as a ring oscillator. Of course the circuit design plays some role. In my opinion the circuit design of Intel is not in the same leadership category of excellence as their process technology. If it were a report card I would give them an A+ for process and a B for circuit design.
