WinStar Appoints Two New Senior Vice Presidents

NEW YORK--(BUSINESS WIRE)--Feb. 25, 1999--

William Vogel is Appointed Senior VP for Strategic Planning;
Arthur Sando is Appointed Senior VP for Corporate Communications

WinStar Communications, Inc. (NASDAQ: WCII) announced today the appointments of
William Vogel to the position of Senior Vice President for Strategic Planning, and Arthur
R. Sando to the position of Senior Vice President for Corporate Communications.
William Vogel, who will oversee WinStar's relations with capital markets, joins the
company with ten years experience as a leading analyst of the overall telecommunications
industry and of the strategies of various telecom management teams. Most recently, Vogel
was Managing Director for Telecommunications Services Equity Research at NationsBanc
Montgomery Securities, where he actively followed seventeen companies spanning the Bell
Companies, Long Distance, International Long Distance and CLEC categories. Prior to that,
Vogel was a Senior Vice President and Head of Telecommunications Services Equity Research
at Dillon, Read & Company.
From 1993-1996, Vogel worked as Vice President and Head of Telecommunications Equity
Research at NatWest Securities in New York. Earlier, he was with The Boston Company,
where he gathered strategic industry experience covering such diverse industries as
Computer hardware and software, Mining, Metals, Apparel and Textiles.
Vogel, a Chartered Financial Analyst and Member of the New York Society of Security
Analysts, is a graduate of Harvard with a concentration in Government. He is a Trustee of
St. Paul's School in Concord, New Hampshire and Past President of its Alumni Association.
Arthur Sando is a communications veteran of more than two decades. He comes to WinStar
from King World Productions, Inc., where he served as Senior Vice President, Corporate
Communications since 1995, implementing communications strategy for the world's leading
producer and distributor of syndicated, first-run television programming. From 1990-1995,
he was at COMSAT Corporation, a global satellite services provider, where he served as
Vice President, Corporate Affairs.
From 1981-1990, Sando held progressively more senior communications roles at Turner
Broadcasting System, Inc., the groundbreaking cable television programmer. During his
time there, Sando founded and built the company's public relations department, and
formulated communications strategies for the global expansion of CNN and the launches of
Headline News, TNT and the Goodwill Games. He also directed program publicity for all
Turner networks and established offices in Atlanta, New York, Los Angeles, Washington,
London, Hong Kong and Moscow.
Previously, Sando served as a Congressional Press Secretary, and was a television and
radio newsman. He is a President's Award winner from the National Cable Television
Association, and holds a Bachelor of Arts degree in Political Science from the University
of Pennsylvania.
