THE NET'S LONG DISTANCE - OFFICIAL In an important decision, the US Federal Communication Commission today ruled Internet traffic "appears" to be largely interstate in nature. Attempting to clarify complex regulations on how local phone companies compensate each another for delivering traffic to Internet service providers, the Commission preserved the rule exempting the Internet from interstate access charges. Consumers who access the Internet by dialing a seven-digit number will not incur long distance charges. The decision was not unanimous - Harold Furchtgott-Roth, one of the five FCC commissioners, protested, arguing consumers may be forced to pay per-minute fees for dial-up connections to the Internet.
