WinStar Announces Major Spectrum Grant in Japan; Spectrum Grant Includes Top Two International Markets Targeted by WinStar; License Covers 42 Million Pops NEW YORK--(BUSINESS WIRE)--Feb. 26, 1999--WINSTAR COMMUNICATIONS, INC. (NASDAQ: WCII) announced today that KDD WinStar Corporation, a joint venture formed by WinStar, KDD Corporation and Sumitomo Corporation, has been awarded a fixed wireless access radio license for an initial spectrum grant in the 38 GHz band covering 42 million pops in Japan, including Tokyo and Osaka, the top two international markets targeted by WinStar. The outright grant by Japan's Ministry of Post and Telecommunications marks the first time that high-frequency spectrum has been awarded in Japan. This award comes at no cost to the joint venture, of which WinStar owns 35%. KDD WinStar was also awarded a Type 1 Carrier License, which allows the venture to begin immediately offering high-speed fixed wireless data services to businesses throughout Japan. In addition to Tokyo and Osaka, the joint venture plans to launch service in Nagoya, WinStar's 20th largest targeted international market. William J. Rouhana, Jr., WinStar's Chairman and Chief Executive Officer, said, "This spectrum grant keeps us on track with our 1999 international plan, which calls for WinStar to roll out to six international markets. The size, scope and density of the Japanese market represents an ideal place for the use of Wireless Fiber(SM). This grant extends our first-mover advantage to another key world market." With this grant, WinStar has now acquired spectrum licenses in three of its top 10 targeted international markets: Tokyo - No. 1, Osaka - No. 2, and Buenos Aires - No. 8. In addition, WinStar has obtained spectrum rights in Amsterdam and Rotterdam, its 45th and 46th targeted international markets, respectively. WinStar plans to launch service in 50 targeted international markets by 2004.
