That is a good article. Supports Art's comments that Dow Jones' reporting is sometimes not very balanced.

Zhu may argue that the U.S. is partly to blame for the trade gap, pointing to the telecom market as an example. Earlier this week, the Clinton Administration blocked the export to China of two satellites and other cellular telecommunications equipment

Not arguing whether US policy is right, but Zhu has a good point here. You can't blame all of the trade gap on China. Let's see: The US is driving to become the high-tech powerhouse of the world. Exports are key to establishing preeminence in the market. The US prevents exports in this key product from its biggest international market. The US cries, "Trade Gap!". Hmmm.
