Not great news, but good. I rather hoped I'd see the old high again -- double the 17 we're being offered. At least those darned puts I wrote with a strike of 15, which I rolled out a few times, will be killed by this offer. I believe that the fact that it's announced as a proposal means it's not settled. VLSI might be asking for more, and it may not be finalized. Royal Phillips may have announced it in order to pressure VLSI to accept.
