Auric,
This would only apply to internet telephony calls and not to actual data transmission over the internet. This would be the first step toward the scenario that I was talking about as it does imply usage based billing for real-time voice traffic that is transmitted over the internet.

This is significant, but will probably take a little while to sink in as well as implement.

Auric, this ruling does NOT affect the e-tailers.In fact, the comments that accompanied the ruling confirm that the ESP exemption STICKS. As long as the ISP's are exempt from local access fees(this is known as the ESP exemption), the revolution is on "GO" .

This ruling will affect some of the CLEC's who have been receiving reciprocal compensation for terminating Internet calls from RBOC's. It was a nice cash cow for those CLEC's nimble enough to take advantage of this temporary loophole. But the party is now over. Short the CLECs ;-).
