The major portion of Clinton's budget is the accounting gimmicks. Criticism has already come from the CBO, Greenspan, and others. The Republicans do not want to be seen as partisan when they discard the budget with its accounting gimmicks, enlarged entitlements, and its many tax increases. Besides the government budget process starts with the President's budget proposal. I remember only last year they charged the Republicans with doing nothing because Clinton didn't provide the complete details of his budget till late summer and he didn't want to negotiate on his favorite programs until he could threaten a government shutdown.
