Hi lws, the FRB would probably research your question if you care to call. I'd do it but I caught a cold and am making some raspy sounds, kinda like an axe murderer or the godfather. Best guess is that the 8% does refer to the Bellcore license. This question was asked of MKT_e, but the answer was not definitive. He thought that the license related to a general process or method, not necessarily electrode materials. Even IF this is correct, what other reasonable conclusion can be drawn, except that Valence is not bound by the license fee? Moreover, if VLNC is not bound by this license, it doesn't mean that the reason is tied solely to electrode materials.
