Yes it is; they are not good with replacing bad systems, and their customer service in dealing with businesses is the worst we deal with. I kind of feel bad; I'm a sales mgr who was very bullish on CPQ a year ago, and now the only thing I can say good about it is their servers are superior. I sell many commercial models, but lately they have been unreliable. While I own a Presario because it was basically free, if I were paying $1500-$3000 for a computer, I would buy a DELL.
