It's from the 1937 book that I quoted in the link, "Storage and Stability". It's basically a blueprint for coping with the business cycle that is counter to both Keynes and the classic gold standard. I don't think it would be applicable today in the form he presented it because it is mostly a commodity based money system in combination with government purchases during excess and sales during shortages. A bit too complicated to explain here but sort of like the strategic oil supply we have now. Only the money would be backed by the stored commodities. No fiat money like we already had then. It seems he had a sort of friendship with Friedrich Hayek (Nobel prize winning Austrian economist).
