Here's a summary of FLC's 9 projects under construction/status:

Name/signed contract length(company)/estimated delivery date

1)Deep Water Frontier/2.5 years(Conoco)/April'99
2)Deep Water Mellenium/4 years/Aug'99
3)Deep Water IV/3 years(Texaco)/Dec'00
4)Peregrine IV/6 years(Petrobas)/Sept'99
5)Peregrine VII/3 years(Amoco)/Oct'99
6)Falcon 100/4 years/Q1'99
7)RBS8M/5 years/Q1'00
8)RBS8D/3 years(VRI)/Q4'00
9)Navis Explorer/?/Q2'00

The cost/$ invested can be looked up on the last Q10 but that info is 5 months old.

I doubt FLC is going to be selling any stock for financing. Don't forget that these projects are mostly for the most advanced DP drillships ever built. The big oil companies want this equipment and plan on focusing on the ultradeep water drilling abilities since there is a lot of ground covering deep water and only a limited number of ships capable of drilling at these depths.
