I believe there are very specific SEC rules that govern this, it is not unique to WCTI. The 144 rules etc. cover this in great detail.

I'm guessing the public float increased significantly recently. The insiders probably unloaded all they could back when the price was in the 20s & 30s. But once again, we'll never know because they don't have to tell the sec or their cult(shareholders).
