Although I could think of a couple of things, I doubt that they apply in this case. I do have one suggestion for you though, and that's to give the ATI tech support people a call.

I've dealt with them many times, and they're pretty competent and glad to help you with odd issues. Although I'm thinking it could be conflicting with your card IRQ settings (if they're being used), the PNP BIOS video settings, or memory map settings for the video card in Windows 98.

Regardless, the ATI people should be able to help.
