Fidelity will short otc/bbs..

ALso some MMs such as J.B. Oxford.. or you can do naked shorts on E Trade,, simply by selling .. and later buying ,, with ,, 3 days ,,

I believe that a thread has been started regarding this discussion, however the key is to identify a Broker Dealer that clears outside of the US (Canada maybe?). One that executes transactions through U.S. market makers. You should be able to put the rest together.
