The Amazon link to "The Prize" indicates a revised edition published in 1993. While there may very well be answers in that book to my question. I suspect they support your view that Saudi can pursue a scorched earth policy with impunity.

The world is a far different place today than it was even 10 years ago. The recent example of what currency traders can do in this age of instantaneous capital flows, is of course Asia. If virtually the whole of Asia, Russia, and Substantial portions of South America can be taken out by the currency traders, you may rest assured that Saudi Arabia will not be able to withstand their onslaught. My belief is that should Saudi resort to scorched earth, the reaction would be swift and profound, and it would not be to the advantage of the House of Saud.

The hubris displayed by the Saudi's in that Bloomberg article was breathtaking. They're asking for it! And they just might get it.

Let the markets decide - they will anyway!
