Yea the matrox G200-TV, costs I think under 300. Has built in hardware MPEG1 compression. Also get a 16Gig HD for about 325. Saves about 25 mins and takes 2 gigs of space. I tried the ATI but had major drop outs and the quality was poor. But it works great if its a hobby. The same goes for all the other software only based ones.

Oh and forget about any kind of serious editing. Most software only works with like 100 meg files which is about a min compressed, MPEG 2 is 1.5megs/sec compressed. But then you can get the MPEG converter from LSX which converts AVI to MEGP1 or MPEG2, Windows media player will play back MPEG1 which can be arounf 150K/sec and pretty good.
