Qualcomm does not have to offer as high subsidies because Qcom is capacity constrained and can sell every phone it makes and Qcom has the reputation for the best phones.

When I went into the AirTouch office, no attempt was made to do anything but sell me the cheapest phone, with no mention of quality differences. Sounds like QCOM has a marketing problem.
