I think a MSFT/DOJ settlement would be positive and I think the stock would rally in a big way. By negotiating a settlement, MSFT could would work out a deal that is acceptable to them w/o being too restrictive. If MSFT waits for the chips to fall where they may, the outcome could be far less appealing to everyone.

MSFT should pay a $100 million fine, agree to sell Windows to everyone for the same price, and unbundle Internet Explorer and be done with it.
