I think the use of commodity 64 Mbit 4Mx16 SDRAM chips is a big factor in Creative's planning of a 32MB board. Competitors such as NVIDIA and TDFX are unable to utilize such SDRAM chips because they are a true 128-bit memory architecture (Savage4 is still 64-bit, despite the marketing materials). From a marketing standpoint it doesn't really matter that much of that memory is pretty useless.
